My name is Richard Hailey. I am running for the Town of St. Joseph, Supervisor 2 position. I’d like to introduce myself in the hopes of earning your vote on April 1, 2025.

I was raised in St. Croix County, grew up on a farm and rode a bus to school. I raised my family in Minong, WI, then returned to St. Croix County in 2012. Barb and I have lived in the Town of St. Joseph for over 10 years.
Career History: In early 1979 I began my career with a general contracting firm in the Twin Cities. Today, Frana Companies is a leader in the construction industry, building over 40,000 multi-family units in the Upper Midwest. I retired after 42 years of service as Senior Project Superintendent. I oversaw and managed all aspects of dozens of multi-million dollar construction projects on-site, ensuring their successful completion on time, within budget, and to the required quality standards. I was responsible for coordinating the efforts of subcontractors, managing labor, and ensuring safety protocols were followed. Service: I come from a family of service. My brother, Jon, serves on multiple Boards and Commissions in New Richmond and was the Hockey Board President. My late sister, Chris Skoglund, served on the New Richmond School Board for multiple terms.
I have been a member of the St. Joseph Public Works Committee for more than three years. We provide the Town Board with advice regarding the infrastructure of the Town including the maintenance of roads, sidewalks, streetlights, storm drains, road signage, and public works vehicles to protect the safety, health, welfare and the infrastructure investment of the Town. We also monitor and advise the Town Board on the quality of work being performed by chosen contractors/employees.
Combining my career experience with the Public Works Committee, along with my long-term commitment to our Town, I believe that I am the best choice for Supervisor 2. My campaign is 100% self-funded. It’s time to bring common sense back to our Board.
